Amazon’s policy on selling children’s toys in the US
In the United States, all toys intended for use by children 12 years of age and under must meet federal safety standards, including the Standard Consumer Safety Specification for Toy Safety (ASTM F963-17) and the Consumer Product Safety Improvement Act (CPSIA).
Products are determined to be “children’s products” based on the following criteria:
Intended use: Is the ASIN to be used by children?
Packaging representation: Is the ASIN marketed towards children?
Age grading listed on the packaging for children 12 years of age and under
Commonly recognized: Is the ASIN commonly known to be used by children?
CPSC Age Determination Guidelines – Does CPSC determine the product to be a children’s product?
As a seller of children’s toys in the US, Amazon requires toy safety information and documentation to confirm that your products meet the applicable standards for safety. The Consumer Product Safety Commission (CPSC) provides guidance for businesses on how to comply with these requirements.
How to obtain approval to sell children’s toys
Amazon’s policy requires all toy sellers to have the safety documents listed below. Upon request, you must promptly submit the required safety documentation:
A Children’s Product Certificate (CPC) for the ASINs you are applying to sell.
Test reports from a CPSC-accepted testing laboratory confirming each product was tested to the Standard Consumer Safety Specification for Toy Safety (ASTM F963-17) and the Consumer Product Safety Improvement Act (CPSIA)standards.
Note: Test Reports must contain images of the tested products including packaging, age grading and warning labels. The images on the test reports must confirm the product(s) is (are) the same as the images provided on the detail page.
Product Testing Requirement Toys for children 12 years of age and under ASTM F963-16/17 (Toys), CPSIA (Lead, Phthalates), Small Parts Warning*, Age Grading* and applicable Warning Labels
Additional testing may be required depending on type of toy being listed. These requirements can be verified with your chosen CPSC-accepted testing lab.
Note: The small parts warning and age grading is required to appear on your detail page as CPSIA attribute. Please see CPSIA help page.
How to submit the required documents/information for approval
Complete the following steps to start the application process:
In Seller Central, click the Performance menu, and choose Account Health;
Under Policy Compliance, click on Compliance Documentation Requests;
In the search results, click the Provide Documentation link next to the ASIN;
Follow the steps in the Submit required documents section to start the application process
Note: You certify that all materials you submit are true, authentic, and accurate. Amazon may remove your selling privileges for failing to meet these safety requirements. The detail page must contain images that confirm the product(s) is (are) the same as the product(s) included in the images in the test reports.
Labs you can use to obtain test reports
You must provide toy safety documentation from CPSC-accepted third party testing labs to show that each product tested meet the required safety standards.

Consequences for policy violations
Violations of Amazon's policies for selling children’s toys in the US may result in, but may not be limited to, the following actions:
